Department of Ecology seeks public comment on former Intalco facility cleanup and demolition plans

The Washington State Department of Ecology (Ecology) is inviting public comment on a proposed Agreed Order, Public Participation Plan, and Demolition Interim Action Work Plan for Intalco Aluminum LLC (Intalco) and Petrogas Pacific LLC (Petrogas). The site is located at 4050 Mountain View Road in Ferndale.

Historical land use and industrial practices by Intalco resulted in contamination at the site, including documented spills and releases that have not been fully investigated. The proposed Agreed Order requires Intalco and, now owner of buffer land surrounding the site, Petrogas to perform the following.

  • Develop a Remedial Investigation Work Plan
  • Conduct a Remedial Investigation and develop a Remedial Investigation/Feasibility Study Report
  • Implement a Demolition Interim Action Work Plan
  • Develop a Draft Cleanup Action Plan to select cleanup alternatives

The Demolition Interim Action Work Plan provides a framework for cleanup during the removal of old smelter infrastructure, such as buildings, pipes, and storage tanks. This plan specifies how contaminated soil will be identified and removed prior to the completion of the remedial investigation.

The Public Participation Plan outlines how Ecology will inform the public throughout the investigation and cleanup process.

Public Comment and Hearing Details

The public comment period runs from about February 18, 2026, through April 15, 2026.

A tentative virtual public meeting and formal public hearing is scheduled for April 8, 2026, at 6pm. Registration is required to attend. Ecology will hold the hearing if there is significant public interest; otherwise, the hearing may be canceled by April 6, 2026.

Written comments can be submitted online or mailed to Greg Gould at the Department of Ecology Industrial Section in Olympia.
