According to the Port of Bellingham’s Request for Professional Services reference number RFS-2026-16, the Port is soliciting responses from consulting firms to provide design, permitting, and bid document development services for the construction of travel lift piers along the C Street side of the Whatcom Waterway. The project aims to accommodate travel lift use and support commercial shipwright operations within the downtown waterfront district, according to Western Construction Resources.
According to the Port’s procurement documents, the project is 100% funded by the Port, with a currently budgeted amount of $100,000 available for preliminary planning and estimate efforts. The Port of Bellingham may pursue grants for portions of the work. The selected firm will be required to develop comprehensive plans, technical specifications, and estimates at various design stages.
According to the Port, the in-water project area is located within Phase 1 of the Whatcom Waterway cleanup site, and the upland portions are located within the Central Waterfront cleanup site. The contracted scope of work requires a registered Washington State professional engineering firm to provide civil, structural, marine, and geotechnical engineering services, as well as permitting coordination, according to Western Construction Resources.
Statements of qualifications will be accepted through the electronic procurement portal until about 2pm on June 4, 2026, according to the Port of Bellingham. Questions regarding the solicitation are due by about 2pm on May 27, 2026. Larry Scholten is the designated contact person for the solicitation. A not-to-exceed, negotiated hourly rate contract is expected to be issued, with monthly reimbursements based on actual costs.
