Registrar Agency LLC agreed to pay $522,409 to settle allegations that the company sent more than 190,000 deceptive solicitations to businesses in Washington.
According to a press release from the Washington State Attorney General’s Office (AGO) dated September 10, 2026, the company sent texts and emails designed to resemble official government communications including an image of the Washington State Capitol building. The notices requested that businesses pay $159.98 to renew their annual report filings. The typical filing cost is approximately $100 less. More than 24 businesses submitted reports to the AGO regarding the solicitations.
According to an assurance of discontinuance filed in Thurston County Superior Court, Registrar Agency LLC is headquartered in Olympia and also operates under the names Registrar Agency of Corporations, Registrar Agency Corporation, and Registered Agency. The document states that the company discontinued solicitations in Washington following a cease-and-desist letter from the state in 2024.
Under the terms of the settlement, the company does not admit to any violations of the Washington Consumer Protection Act. The agreement requires Registrar Agency LLC to permanently refrain from using the image of the Washington State Capitol building on its solicitations. The company must also cease soliciting Washington businesses for filing fees without disclosing that it is not a government agency and that the fees are not required to complete the filings.
According to the court filing, the settlement funds will be used for restitution to affected consumers, administrative costs, legal fees, and future enforcement of consumer protection laws. Registrar Agency LLC must pay an initial sum of $70,000 within 30 days of entry. The remaining balance of $452,409 will be paid across 21 months, with monthly installments of $21,543 for the first 20 months and a final installment of $21,549 on month 21.
The owner of Registrar Agency LLC, executed a confession of judgment for the full amount of $522,409. The state will retain the confession of judgment, which will only be filed with the court if the company defaults on the payment schedule and fails to cure the default within 10 calendar days.
The AGO indicated that companies eligible for restitution will be notified regarding a claims process at a future date.
