Debbie Arthur confirmed as Whatcom County’s Second Deputy Executive

The Whatcom County Council has officially confirmed the appointment of Debbie Arthur as the County’s second Deputy Executive, serving as the Administrative Services Director, working alongside current Deputy Executive Kayla Schott-Bresler.

Arthur brings more than 30 years of leadership experience including 20 years as VP/Director of Development for Fownes Bros. & Co./Tabar Inc., where she led operations, negotiated global contracts, and oversaw finance and cross-functional teams. Since the fall of 2025, she has served as the County’s EMS Administrator. Her background also includes a key operations role at Western Washington University and direct field experience as a firefighter and EMT for the Lummi Nation.

In her capacity as Administrative Services Director, Arthur will oversee critical internal functions, including Finance, Budget, IT, Facilities, and Human Resources. Her goals include strengthening public trust through improved long-range financial strategy and enhancing the organizational effectiveness of county services.

The appointment follows the departure of former Deputy Executive Aly Pennucci in late 2025.
